Ok, I have had this set apart a few times due to distractions. I checked fuses all are good. I don't see any burnt parts nor bad caps visually. Anyone else run into this issue?

I have a Toshiba 32RV530U that when you plug it in, the amber light just blinks then the power cuts off the entire tv. I do not get any picture just the blinking of the amber light. Can anyone lead me in the direction of this repair? Thank you
