No lamp power *#@!!! Volts going in!
I have no power to my new lamp; my ballast has several hundred volts going in the Blue/Brown wires. Is this a bad ballast or a control problem?

Your ballast should be receiving around 340-360 volts.
Try changing the power supply, if this doesn't work, then try changing the ballast.
