Can you hook up a external hardrive to a LCD television and watch video with out having a computer?

Generally speaking, you'd need some sort of software to watch the encoded video, so no.
The computer runs the software to decode the video and send the signal to your screen! DVD players, VHS players etc... they all decode the video in some way and display it on the screen via cables (HDMI, component, composite, coax etc).

ammm well what i know is that there's some TV's that you can plug and play a USB flash card or any other type of memory stick...
never heard about a external HD.....most probably i say that is not going to work
