Can A GUY fix the ysus board himself ?

I was just wandering if anyone knows how to fix these ysus boards or if they are even fixable.

I know Discount-Merchant.com charges a core and they have the capability of either repairing them or sending back to the factory for replacements. From my understanding, the ICs need to be replaced and you need some pretty expensive equipment to do the job well.
