Samsung HLP5674, no power, no joy

Hello all,
This looks to be the best forum to ask for good advice.
I have a Samsung HLP5674, it has basically been error free since (2004) until the last year or so.
Not even a lamp needed replacing though I estimate the DLP had 8000+ hours on it.
As a side note, in the last year, I may have seen (5 or so) signal lockup errors that I attributed to the input source,
that MAY have actually been on the TV side.
Today the HLP5674 is totally dead.
No response to the power button or remote control, no display at all.
Because of its age (and I know everyone will say it is due), I replaced the lamp with a new Phillips.
So now, Lamp replaced, still exact same no power no response to the power button, no spinning no balast clicking.

But after that still the same, nothing.
Checked the balast INPUT voltage and it is very LOW:
on power button ON it only will go up to a max of 180v
and then slowly bleed off back down to 20v or so.
This is far below the 320v suggested by ovadoggvo
I think I have a basic power problem but I am unsure the likely origin, help??
What to replace next??
