POWER SUPPLY VOLTAGE

My HL-T4675S is putting out 712 to 730 volts going to the ballast from the power supply. Im told it sould be around 340 or so. Does this mean the power supply is bad or could it be something else?

the easy way to find out is put into a new lamp.
