New ballast has failed.

What would cause a old and then a new ballast to fail? Both had blow capacitors?

Removed fans and checked. Appear to work fine.

Ballast has brown oil coming out top....

After new ballast installed I watched for a few days and it shut down again. Trying to restart the picture would come back on for several seconds and then shut down again after hearing 1 click.

check the ballast and lamp connectors just to make sure. If the ballast you bought was used it's possible that it is defective. Resetting the lamp timer might help. Other than that it can potentially be the power supply board not filtering the voltage going to your ballast properly. Not likely but possible.
